On a world devoid of superheroes, five "troublemakers" find themselves with memory lapses and extraordinary fighting talents. They are Zach Dyamond, Tessa Crowne, Rydell Starr, Kendra Harte, and Holden Crosse.

This non-team - three men, two women - first meet at Long Beach, California, just as it's destroyed by a terrorist tanker explosion. The quintet are waylaid by a squad of similarly-dressed goons. They fight clear, all oddly in synch.

Hypnosis reveals they're implanted with biochips that control their memories, behavior, and bodies. They're made-to-order super-assassins. But the attempt failed because the EMP of the explosion fried their biochips. What now?

They're jumped again and again. Zach Dyamond is killed and the rest captured. Their mysterious masters are the billionaire cult the Hegemony that runs the world: politically, economically, culturally. And orchestrates assassinations with programmed stooges. (Fifty years back, it's reported, four "rogues" named Haley, Ryan, Davis, and Morgan also slipped their leashes. No other info.)

These four "contrarians" have been reined in with new biochips. And been shipped to Hegemony's new home, Luna City, hidden on the Moon! Tessa Crowne has been impregnated to bear a villain's child. Tessa caves, agreeing to serve. The other three Challengers suddenly wake up - able to think - because the post-hypnotic block has overruled the new biochips. They start shooting. Tessa is gunned down. The three survivors run. They shoot free, steal a space shuttle, and dash off as the lunar base goes nuclear.

Back on Earth, Rydell Starr, Kendra Harte, and Holden Crosse make a vow. The Hegemony still runs the planet. In the past, Haley, Morgan, Davis, and Ryan fought the Hegemony. The three survivors vow to carry on the battle - dubbing themselves the new Challengers of the Unknown (COTU V4 1-6) "living on borrowed time".
